In the world of academia, there is a constant drive to measure and evaluate the quality and impact of research publications. One of the most widely used and controversial metrics in this realm is the Impact Factor (IF). Developed by Eugene Garfield, the founder of the Institute for Scientific Information, IF is calculated by dividing the number of citations a journal receives in a particular year by the total number of articles published by that journal in the previous two years. The resulting number represents the average number of times an article in that journal has been cited within a certain period. While IF has been the go-to metric for many years, it has recently come under heavy scrutiny, sparking debates about the need for alternative or supplementary measures.

On the surface, IF may seem like a reliable indicator of a journal’s quality. After all, the more citations a journal receives, the more influential its research must be. However, this measure has faced criticism due to its inherent flaws. For starters, IF only counts citations from other journals that are also indexed by the Web of Science database. This excludes citations from other reputable databases such as Scopus or Google Scholar, which may give a more accurate representation of a journal’s impact. Moreover, IF does not take into account the quality of the citations, i.e., whether they are positive or negative. As a result, journals may artificially inflate their IF by publishing articles that are routinely cited within their own journal. This practice, known as self-citation, can create a bias in the IF calculation, making it an unreliable measure of a journal’s impact.

The influence of IF is not limited to journals alone. It also has a significant impact on researchers’ careers and funding opportunities. Journals with higher IFs are often seen as more prestigious, and therefore, researchers may feel pressured to publish in these journals to advance their careers. However, this pressure can lead to a “publish or perish” mentality, where quantity takes precedence over quality, and researchers may prioritize getting published in a high-IF journal rather than conducting innovative and groundbreaking research.

In response to the shortcomings of IF, several alternative metrics have emerged in recent years. Article-level metrics (ALMs), such as Altmetric and PlumX, track the online presence and engagement of individual articles, including mentions in social media, news outlets, and policy documents. These metrics provide a more comprehensive view of a publication’s reach and impact beyond traditional citations. Additionally, the San Francisco Declaration on Research Assessment (DORA) was developed in 2012 to advocate for the elimination of the use of journal-based metrics, including IF, in research evaluation. Instead, DORA promotes the use of multiple indicators, including qualitative assessments, to evaluate the quality and impact of research.

Furthermore, in 2020, the International Network for the Availability of Scientific Publications (INASP) launched the Journal Publishing Practices and Standards (JPPS) framework to provide a comprehensive set of best practices for journal publishing. The framework aims to improve the quality, accessibility, and credibility of scientific research by addressing issues such as peer review, ethical standards, and transparency in reporting. This initiative recognizes the need to move away from a single metric and instead focus on ensuring the overall integrity and quality of research.

In conclusion, while the Impact Factor is undoubtedly a well-known and established metric, it is far from being a perfect measure of a journal’s quality and impact. The scientific community must recognize that using a single metric is not sufficient and can even have adverse effects on the research ecosystem. It is crucial to embrace alternative measures such as ALMs and initiatives like DORA and JPPS, which promote a more comprehensive and holistic approach to assessing research impact. By doing so, we can ensure that the publication of research is governed by integrity, not just by numbers, and that society benefits from high-quality and impactful scientific research.
